if parenal rights are terminated; are the gradparents allowed to adopt...the child as been with a foster parent for 15 months and wants to adopt...who has a better chance at getting the child

Answer

I could not tell you who has the better chance of getting the child, but I can tell you that the grandparents can adopt and the child protective services likes to put children with extended family where possible. You should contact them and ask them about the possiblity of serving as the child's guardian.
