If you mean eczema, then yes, this condition can involve itchy, bumpy skin without fever. Your daughter's primary doctor or a dermatologist (skin specialist) can confirm an eczema diagnosis, which may benefit from prescription topical steroid cream and an oral antihistamine.
If this does turn out to be eczema, you might also try 10 minute lukewarm baths with Aveeno Soothing Bath Treatment and/or post-bathing application of Aveeno Daily Moisturizing Lotion, both of which contain colloidal oatmeal as an anti-itch ingredient. I also advise gentle bath soaps, such as Dove Sensitive, Lever 2000, and Safeguard. Avoid Dial, Irish Spring, Ivory, Zest, and other soaps with a high sodium hydroxide (lye) content. You may also wish to avoid fabric softeners and detergents with added fragrances as well as any use of perfumes/colognes. Dreft laundry detergent is often used by those with sensitive skin.
