I just replace a systemboard in a toshiba portege m400 tablet laptop. I tried to boot it up and it is all of a sudden blowing air out of the vent real loud. It has a solid green power cord light, it has an amber battery light and a blinking amber power light and no video. I could'nt get video on an external monitor also. any ideas.

Is the systemboard replacement a New replacement part, or a used replacement part?
Also, did you use a static grounding device while performing the replacement?

They are new replaceable parts and i did use a strap.

Have you tried it with and without the battery installed?

Also, try it with and without all other components installed(Harddisk, cd-rom, memory, etc..)

If it powers up all the way without one of these components then that component is likely to be the problem.

Is the power board integrated into the system board on this model? If not then I would take it back apart and reseat(remove and reinstall) that component. Make sure it is firmly seated and all cables and connectors to it are in place properly. Also, if it isn't integrated into the system board it's possible that this component is faulty as well.
