Hi Barry,
This is most likely a condition called ""sandal foot", and I've been a personal sufferer, as well as having treated patients with the problem. The cause is a hypertrophy (overgrowth) of callous on your foot, that then becomes dry and cracks.

For acute cracks that are painful and bleed, some patients have used a small amount of Super Glue to reduce the discomfort. If you are going to try this technique, be careful with the application. Be sure to use a very small amount, and be sure it dries completely before letting it touch other parts of your body, your socks, etc.

In the long run, you need to reduce the thickness of your plantar (bottom of the foot) callouses. You can get callous files at most drug stores that can be used for this purpose. For a faster fix, you can visit a podiatrist, and they can shave down the calluses

Answer

Hi Barry,
Sandal foot is a dryness of the skin, but it is coupled with a hypertrophy of the callous. Even pumice stones and callous files can sometimes be insufficient. They often work better for maintenance than for treatment. I'd suggest that you visit your podiatrist for a callous shaving. Afterwards, remember to maintain thin, hydrated calluses with the use of pumice or files, and daily application of lotion immediately after your shower. This will help keep the problem from reoccurring.
