Can ticks cause cough and labored breathing?

After returning from a 3 week trip my husband is telling me our 2 year old, mixed breed, dog is sick. She coughs, is droopy, doesn't eat right and her breathing is labored. He also mentioned she has a lot of ticks and he gave her medicine for that, but it was old. Can ticks cause this type of reaction? By the way, she was sick before he gave her the medicine.
