Your guy could possibly have a urinary tract infection and for this reason I do suggest having a urinalysis run on him to rule this issue out. Other symptoms you may notice other than excessive licking are scooting and frequent urination or increase in thirst.

While he cannot contract a bladder infection as the result of being groomed other issues can result from being clipped. These include, clipper burn, or skin irritation as a result of leaving the shampoo on the skin. Most likely we are dealing with some clipper burn or him itching because of hair regrowth. The excessive licking in combination with the bacteria from his mouth has most likely lead to an infection.

Because males have natural secretions that can be yellowish in color especially if they are intact males it would be best to have the vet evaluate whether these secretions are normal or if they contain bacteria. A quick cytology at the vet can be performed to analyze. If infection is present then antibiotics will again be needed.

This really can't be considered the fault of the groomer only because male dogs will lick and lick excessively anyway but in the future if you see that he is clipped close to the penis today you might request a not so close clip in the future.
