Question

while parking on the street, in the closest spot after a street with a stop sign, a car turning right, split lanes and clipped my slightly opened door. who's fault is it? His right turn was right into my car lane.

The general rule is if you were exiting the car, it is your liability to make sure all is clear before opening the door and if you are entering the car then the striking vehicle is wrong. Of course there are always mitigating factors, such as improper turning, going too fast etc. that will lower the amount he can recover or grant you some recovery.
