- ICANN requires you to have general insurance liability coverage for at least $500,000 on your business

In order to register top-level domains associated with these countries, you would need to be an accredited registrar with each one. Each country has different rules, costs, and policies for how to become a registrar.
For the .US top level domain, ICANN is not responsible for registration. This top-level domain is controlled by NeuStar / nic.us. You would need to apply to become a registrar directly with them in order to sell and register these domains. In addition to the application, there is $1,000 application fee. The application has 18 questions, and is very similar to the ICANN registration.

For Italy - .it domains, they also have their own controls for who can be a registrar, and which domains are reserved.

Nominet is responsible for handling registrars for the .uk top level domains.
Their registration process is less lengthy than the others. You will need to agree to their registrar contract. A complete copy can be viewed here:

The prices from ICANN are flat-rate. Meaning they are not variable and do not go higher or lower depending on the domain you are registering. You have to pay $0.20 per transaction.

Listed in a previous post to this question, these are the only domains that you can register as a member of ICANN.
It is $500 to become accredited for each top-level domain. Once accredited, you are charged $0.20 per domain transaction on each top-level domain.
As a registrar you can charge your customers or the public whatever you want for the domain names. Your prices can be variable. No matter what you charge your customers, you're only paying ICANN $0.20.
ICANN does not register .TV top-level domain names. If you are a registrar only with ICANN, they would not be able to register .TV domain names for you.
