called in A racing bet from Little Rock,ar to Penn- teller did not place bet as I said cost me $10,000 they have recording that it was placed correct by me(they played it back on phone) it was their error. can I file a complaint in small claims.call originated in Little Rock to company in Penn.

You would have to file a claim here in Pennsylvania - I'm sure that they would fight jurisdiction in Arkansas. If filed here in Pennsylvania, District Justice Courts hear claims that do not exceed $8,000. The Municipal Court of Philadelphia may hear claims of $10,000 or less, established by 42 Pa.C.S. Section 1123. So, it will make a difference where the case is filed in Pennsylvania.
