One more question. If a man rubs his penis outside of the anus with out penetration what is the risk for HIV??

Hello,

A single episode of this kind puts one under certain risk if there is precum and the anus has got some abrasion or sore, by around 0.4%. Not much by the numbers but it is still termed as risky behavior.

Not as much risky as unprotected anal sex. But as I mentioned precum and open sore or abrasion can transmit the virus.
