It could be a cold, but more likely it's allergies. As long as her eyes look clear (other than the boogers) and she doesn't seem sick (no vomiting, diarrhea. Is eating, drinking, behaving normally otherwise), I'd just monitor her for a bit and see if it gets better.
In the meantime, you can give a little liquid Benedryl at the dose of 1-2 mg per pound of body weight (meaning if your dog weighs 20 pounds, you can give 20 mg the first dose, and if that doesn't help, you can give 40 mg at the next dose) one time every 8-12 hours.
Of course, if her symptoms progress or if she should have labored breathing, you should get her seen by a vet, but I have a feeling the Benedryl is going to do the trick.

Depends on how long it's been going on.
If she's had this problem forever, then it could be her food.
If she's only had the problem for the summer, it's most likely airborne particles.
