Answer: Either file a complaint with, or sue Amtrak. Either one will probably result in the employee losing his or her job.
Filing a complaint would be the easier course of action. Filing a lawsuit is "iffy" because federal law doesn't cover sexual harassment as a customer - just as an employee or in housing.
