Answer

The main causes of dark circles are:
Heriditary: it runs in some families.
Extra thin skin: due to aging or genetics.
Visible vessels: in some individuals, visible vessels can be the cause of these dark circles.
Sun spots.
Lack of sleep: lack of sleep is traditionally held to be the cause of dark circles.
Nasal congestion.

You should go for a Dermatological consultation. This is necessary to diagnose your exact cause. There are steps that can be taken to correct each cause.
If it is due to pigmentation of the skin, bleaching agents can be used or they can be treated with laser.
If it is due to visible vessels, they can be treated with laser.
So, a dermatologist will bbe able to find some treatment for you.

Meanwhile, I would recommend the following steps:

Sleep: make sure you are getting enough sleep.
Menthol steam inhalation: Use menthol salts for steam inhalation before going to sleep.
