Does New Jersey use a Writ of Summons to commence an action as we do in Pennsylvania.   If not what can I do to commence an action without having to file a Complaint now.

You have to serve both a summons and complaint upon the defendant(s). You can file a general complaint but make sure you name all your theories of liability or you may be beyond the statute of limitation(s). Additionally, New Jersey is also a fact pleading state like Pennsylvania.
