Do you hear any noises coming from the back of the freezer? The fan you say is running , is that in the back or inside the freezer? Let me know.

Is it possible for you to check behind the freezer to see if something got stuck back there and stopped the fan in the back from working? Listen, can you hear any clicking coming from the back. Let me know. How long has the freezer been running since you noticed the problem?

Ofcourse the water is from the freezer defrosting. Is the cold control on the inside or the outside? Can you supply a model number for this freezer?

I have been through the Frigidaire manuals and there is two things that you can change out that may get your unit back up and running.
The hard start capacitor and the controller (listed below) are the only use servicable items that could be causing the no run condition of your compressor.

What I believe may have happened is something has plugges a capillary tube or something else in the system when you tipped the unit. This in turn caused the compressor to heat up and thrn when it went to restart it blew the hard start capacitor or the controller.
In your situation I think it best that you do not try to repair this unot yourself. The lack of guages to test the system with being the biggest reason. Secondly is the age of the unit. If it is indeed the compressor that has gone out the repair will be cost prohibitive.
