A common issue on these is the glow plug controller/relay.

These can tend to give the appearance that they are working -- ie, the glow light comes on on the dash - but in fact the glow plugs are not getting the current - or right amount of current - or for long enough.

A new relay / contoller is the answer to that issue.

I have also found that the connection to the glow plugs bar is sometimes not good - where the connector joins the wires - Ive seen the strands break and therefore you dont get the correct current to to the plugs.

Another issue on these , though not always temp related - are air induction leaks on the fuel filter housing -- These come as a complete unit so replacement covers all -
It can give issues when cold starting - because, if the engine is struggling to start when cold anyway simly becuase of extra drag etc - ( cold weather./thicker oil etc etc ) then the if the fuel system is not tip top , you will have the troubles you decribe.
So that may be something to bear in mind as well......
