Distemper is a disease that effects only cats or dogs. The cats and dogs each have a different disease which is called by the same name.
People cannot catch distemper from either cats or dogs.
If you are having a hard time breathing and have a rash such as you describe you should get yourself to either your own doctor or an emergency room for treatment.
There are a large number of human diseases and even allergies that can cause such symptoms.
