Hello anar,

In Florida, the 15 year old expectant mother would have to request the County Judge to issue a marriage license. She would have to present a written statement of a licensed physician as proof of her pregnancy.

The County Judge would then have the discretion to issue the marriage license. But it is not automatic. The County Judge can still refuse to issue it and the couple could not get married legally.
