Question

I have a 1997 mercury mountaineer that will not start. When you turn the key over it the interior lights, dash and radio go out. THe started does not engage. I replaced the battery and it did not help. Battery cables are clean. You can hear a snapping sound in the car radio speakers that goes off and on. You can remove the battery cable and put it back on and the interior lights start working again. The windows go up and down also.
