A few days ago I noticed that one of our cat's eyes were foggy. Could this be an eye infection or cataracts? I hope it's not cataracts, she's only a year old.

The most likely thing to be going on with your cat's eye is a mild injury to the cornea, such as a scratch. then this happens, the outer, waterproof layer of the eye is broken and water from the tears gets taken up by the deeper parts of the cornea. This causes the gray, frosty look to the area that has taken up the water.
When the scratch heals over, the eye is able to 'pump' the water back out and the cornea clears.
Injuries will not heal if there is an infection associated with it. You need not see lots, or even any, pus with this type infection. But, the presence of the white area is evidence enough.
The proper thing to do with eye injuries is to have them examined by the vet, who can provide the proper eye medication. It usually takes a week or less for these to heal.
