The white wire on the ignition switch and motor is the stop wire, there may be a short in it(grounding out), separate the motor from the boat by unplugging the main engine harness at the motor and then jumping the start wire (brown) from the starter solenoid to the positive battery cable. If you now have spark then the problem is in the keyswitch/ emergency stop switch or main engine harness. With the harness unplugged from motor you should have no continuity on the white wire with the key in the on position, if you do look for the short. If you still have no spark then you will have to trouble shoot the motor, could be bad stator, cdi box or harness.
