My vet tells me to keep my cat's insulin refrigerated. I accidently left it on the counter for one hour. Is the insulin still effective and safe?

In direct answer to your question : I do not think you have anything to worry about here, just leaving it out for one hour is unlikely to affect its potency.

Keep an eye on your cat's diabetes control while you use this batch, but I doubt if you will see anything different.
