The manager is the owner's agent. As such, she has the right to do anything that the landlord can do.
I see nothing wrong with having residents and visitors have stickers. In fact, if the manager has received complaints about too many strange cars in the area, or if there have been thefts, that's a good way to address the issues.
As far as announcing that you can't have more than 2 guests in a 24 hour period, she can't do that. Terms like that have to be made part of your rental or lease contract, and the manager cannot unilaterally (meaning action by one party to a contract, rather than both parties) amend the contract by limiting your use of the unit that way.
