Answer
there are a couple reasons for this to happen. most common would be a leaking exhasut manifold or heat riser. next in line would be a head gasket or intake manifold gasket leak. how many hours on engine? salt water or fresh water? rule of thumb is seven years then its time to replace manifolds and risers.

Answer
thats still pretty new. you definitely need to find out how its getting in there before engine failure results. first step would be to remove manifolds and risers and have them checked for leaks, thats the most logical place for the leak. has the engine been overheated before at any time?

just bought the boat. what is the best next step.
Accepted Answer
well unfortunately you may have a case of a previously overheated engine causing the head gaskets to blow. especially with such low hours it would seem that this would be the case, but in any event the manifolds and risers will need to be checked for cracks also. there is no easy way to tell you this but you are going to have to take engine apart until you find the source of the leak which will most likely include disassembling manifolds and probably removing cylinder heads.
