My 2000 Saturn will not start. The engine does not turn over. Only a buzzing sound is heard. The battery is fully charged. Is this the starter?

This sounds like it is either the starter solenoid or the starter relay not receiving enough power. What you will want to do is remove the small wire from the starter. Check the voltage, it should be close to the battery voltage. If the buzzing is gone and it has battery voltage then it is the starter.
