The title of your question says 3000 DOLLARS in London. Do you really mean 3000 British Pounds? If you are talking about continental Europe, did you mean 3000 Euros?

If you agreed to a purchase of a specific amount of US dollars, even if in a foregin country, then that is what you would pay.
