HE HAS GAS THAT SMELLS LIKE ROTTEN EGGS, AND A RECTON THATS A LITTLE PERTRUDING

Answer

The prolapsed rectum may indicate he is having a hard time passing stools. The gas may also indicate an intestinal problem.
He might have a protozoan parasite such as coccidia or giardia. He might not be tolerating the brand food you are feeding him well. He might have a problem with his colon called megacolon too.

This is definitely not normal and your best bet for diagnosis and treatment is to see the vet with him. If you can bring along a stool sample so the vet can test it for parasites which might be the problem.
