Question

last year I adopted a 1 year old mimi longhaired dauschound, she had no hair on her neck and when I took her to be spade and the shaved her tummy she never grew hair back there either, now when she is exposed to the outdoors her skin it those areas turn black but after several hours indoors it returns to a pink color, what could be the problem and is there any thing I can do to help her jair to grow back?

I'd suggest having your vet check her for hormonal issues causing the hair growth problem.
Dog skin often turns black when exposed to sun but usually it stays that way or a gray color as it 'tans' to a darker color than the skin protected by hair.

If your vet has been unable to figure out what the problem is you may want to ask for a referral to a veterinary dermatologist.
