If the police have probable cause for a stop or an arrest then they can make the stop or the arrest. In certain circumstances, they may be able to stop random people in stops like a drunk driving "sweep" but that is rare.

If the police are stopping a person without probable cause--whether for racially discriminatory reasons or other reasons--that stop and that practice can be stopped by a police harassment lawsuit.
