You could have one of two things:
- A fungal infection: This causes an itchy rash which should have cleared up with the spray. But, please apply an antifungal ointment like lotrimin or Cruex three times a day for 1 week and see if it helps.
- Ingrown hair: This is very common in shaved areas and is caused by the shaved hair curling back into the follicle or failing to grow properly. The ingrown hair causes itchy or painful bumps like pimples. To treat these, apply a warm pack for 10 minutes. This will help soften the skin . Use a skin brush or a towel or a loofah to scrub at the skin to help dislodge the hair and the dead skin cells which could have blocked the hair. Then apply a moisturiser over the skin. Do this at least twice a day. If you see no improvement after 1 week, please consult a doctor.

Ingrown hair may or may not be visible. After applying the warm pack, see if the hair becomes visible. Use a sterile needle or tweezers to gently tease the hair out of the skin. The warm compress should have brought the hair to the surface--don't dig for the hair if you can't easily get at it.
You may need to apply the warm pack for a longer time to be able to see the hair. If the hair still does not become visible, consult a doctor.
