Does the rash itch?
What has he applied on it so far?
Although the spots do not itch, this does sound like either a fungal infection or contact dermatitis.
Please ask your friend to apply Lotrimin ointment on the rash thrice a day for at least 1 week. If it does not help, he will have to apply a 1% hydrocortisone ointment, available OTC , again thrice a day for 1 week. If the spot persists, he will have to consult a dermatologist to confirm or rule out conditions like eczema or psoriasis. Psoriasis is more likely.
