Accepted Answer
This is usually caused by a bad fuel pump either not pumping enough pressure of volume or the pump is allowing the fuel in the line to return to the tank which is why the cycling of the key eventually lets the vehicle start. To be sure a fuel pressure tester will need to be hooked up and watch to see if the pressure is correct and if it holds pressure.
