My 1999 Ford Escort won''t start. When we try to jump it, we get a clicking sound, but the engine won''t turn over. My husband also tried putting a new battery in it.

A clicking sounds combined with a no start condition typically indicates a bad starter. If the car is not turning (crancking) the starter is not engaging. Open the hood and look at the starter while someone is cranking the car, if the clicking is coming from the starter, the car has a bad starter.
