You will have to go to court and file for a restraining order against the meter maids under the theory they have no authority to issue citations on a private way. You should get an attorney to file for the restraining order, since there are 8 of you, the costs could be shared and should not be much. Other than that, the only other thing you can do is to go to the City Council and complain.
