Is there a special tool needed to replace brake pads on the rear of a 1998 ford E-450 diesel ( to remove caliper from rotors)

No you do not need a special tool. You do need to compress the piston some before the caliper will clear the pins on the brake pads. Use a C clamp and compress the piston.
