Already Tried:
Trying to locate the flasher under the dashboard.... So we can replace it. The turn signals just give us ONE to Two flashes then stops. Lights appear GOOD and situation seems to apparent on all four corners. If there is a schematic, I think I should be able to find and replace the flasher and hopefully this will solve our problem.

Located in the Blower/Flasher Relay Block, which is located behind the center of the instrument panel. D-6 in the above picture.

Reply to Rob's Post: Rob .... I will be willing to accept paying you... and odds are I am out of my league. What the gentleman at Kragens suggested is that my problem sounds like a FLASHER. Which made sense since the turn signals worked for a few clicks in both the front and back and that the bulbs appear to light up.

First off the FLASHER specified for my Expedition appears to be a PLUG IN simliar to plug going into a wall switch.... it is a 1" x 1" x2" long rectangular black plastic box with the male type plug on one end... Nothing else is available to connect to it.

Your schematic appears to have cables running into the flasher.

I was told it could be in the fuse box which it is NOT by the way.

Nevertheles after a few attempts looking up under the dashboard I could not see anything that looks similar.

Any suggestions.... other than go to a mechanic

If you look under the dash and find the OBDII connector, it is a black connector that is 16 terminals and the scan tool is hooked to it that technician use and it should near the center console at the bottom of the dash were it could be easily accessible. You should be able to go straight up from that and toward the firewall and find the flasher. If it is blinking once or twice, keep turning it off and on and feel around till you feel something clicking. By the way they are right about it sounding like the flasher
