replacing the actuator on the front axle and checked all the fuses

Accepted Answer

You will need to start at the actuator on the front axle and see if there is power on the light blue wire when in 4wd and be sure there is ground on the black wire. If all is correct there, then the problem is inside the front axle. This is assuming that the front drive shaft is turning when in 4wd, to be sure you should jack up all 4 wheels and see if the front shaft is turning.
