This is a common and difficult problem. There are laws against these practices, of course, but these collection "agencies" are often sleezy, unreachable businesses that do not necessarily play by the rules. I am also providing that portion of the Florida laws which deal with this. Some states are more aggressive than others in trying to stop these unfair and illegal practices.
Do not engage in any conversation with them, and do not send any money to them until you are sure you are dealing with a reputable company. My experience has been that people who try to pay these places, never get their payments recognized and end up in a bigger mess. Also, make sure that the debt is still valid before you do anything. I believe you are dealing with a "collector" who is dishonest and is not following the law. Honest, law-abiding collection agencies follow the Federal and State laws regarding collections. I also believe that he is trying to intimidate you into sending a large amount of money. If you do, I believe you will still not see that this debt is paid. It sounds like one of thousands of collection people who buy an old debt and then try to scare you into sending money. You need to review the laws that I gave you and see if you still believe this is a bona fide collection agency. Otherwise you will be wasting your money.
