ok, follow the injector lines from the injectors to the injector pump, when you see the pump there will be some sort of throttle linkage on it with a valve and cable or electric solenoid depending on design, the governor restricts the opening of the throttle. so by working the throttle by hand (ENGINE OFF) you should see the mechanism, some have a screw to turn for adjustment some are adjusted and permanently set. Can you snap a photo of the throttle assembly and send it to me at XXXXXXXX@XXXXX.XXX

yes the engine management system is programmable by computer, and must be communicated with as well. however like I said depending on design there may be something on the throttle it will help me to see it
