You probably could, but it is very difficult to do. A survey crew would have to determine where exactly the property line is and then you and your neighbor would have to agree that the property line is where they say it is and then you and your neighbor would both have to agree that a fence is wanted on the property line.
The property line is a neutral line that is not owned by either you or your neighbor; it simply is a property separator. The easiest solution is to simply install the fence on your property, and it typically should be held off the property line about 6-12 inches.
