This condition is called limber tail. It's most common in hunting dogs, but can occur in any breed. There are various causes. Most of the time, it's the result of either exposure to cold and damp weather, overwork (strenuous exercise the dog isn't used to), being cramped , as in spending too much time in a crate while traveling. The best thing to do is take your dog to the vet for an examination. You'll want to be sure the tail isn't broken or that there hasn't been a spinal cord injury. Your vet may prescribe an anti-inflammatory medication. If the tail isn't broken and there's no spinal injury, this will heal on its own. It can take several weeks for the tail to return to normal.
