No it is not safe to use an allergy eye drop on a dog as most of the ones for people contain meds that are not so great for dogs.
You can rinse the eye with sterile saline or a mild saline and boric acid eye drop.
But if your dog is having an eye discharge I would suspect infection or a corneal scratch or scrape rather than allergy.
For that you'd want to see your vet.
Usually with allergies dogs have itchy skin not eye problems.
