The person/people are not famous. The events of the story make it obvious to the readers who know her/him who it is.

It's optional, but important to do so. I would get permission from them and get it in writing. This will avoid any conflict down the line. Although from what you're saying, regardless of the name, people will know who it is, there will still remain the possibility of being sued. You could also get permission from them to use the info you are using, depending on the circumstances. Here's a link referring to this. Let me know if I can be of further assistance
