why is there an american flag over the parliment building on a canadian two dollar bill?

It isn't an American flag. The flag on the old Canadian two dollar bill (no longer seen much in circulation) is the Ontario flag with a British Union Jack in the upper left corner. The Ontario provincial flag is there because the Canadian Parliament is in Ottawa, Ontario. Because the flag is very small on the bill, it looks like a US flag.

By the way, if you HAVE a Canadian $2 bill, I advise you hold onto it, especially if it is in good condition. Also Canadian $1 bills.

They are not made anymore. The $1 has been pulled from circulation some years ago and I am sure the $2 bill will be also, if not already.
