Yes it is digital and it seems to affect my windsheild wipers to.

It sounds like the control head itself is bad. GM had a lot of problems with them, and im not even sure if you can purchase them from a dealers any longer. You may want to try and find one in a salvage yard. Pretty easy to change you just remove the trim panel and a couple screws and 1 or 2 plugs.
