Question

Yesterday when we were walking, I heard scuffing of my dogs nails on the street. I looked and the front of her paws had dropped and she was walking on the top of the paw briefly. Is this age related and hip/leg problem related?

This is very likely a neurological issues perhaps caused by a neck or spine problem leading to the dog not being able to feel where the feet are.
Sometimes this can be helped with a pain or anti inflammatory med. Sometimes protective boots such as can be found at www.handicappedpets.com are the best solution.
I'd see your vet about this to see if meds other than rimadyl will work to improve this for her.
