Unfortunately, it’s impossible to say whether your wife had the right-of-way without seeing a diagram of the intersection and knowing exactly where your wife was, and where the other car was.
However, you wrote that your wife was hit. In most instances the person who hit the other car is at fault. This is because a driver is expected to exercise reasonable care, which usually means that he must be able to stop without hitting something blocking the roadway (including another car). On the other hand, if your wife suddenly pulled in front of him giving him no reasonable time to stop, then the accident could be her fault. It should also be noted that although the insurance companies may assign fault to a party, their decisions are not final if you disagree (i.e. you have the right to have the dispute settled in court should you choose that route).
