Question

I have a 1999 Taurus. If I have the wipers set for constantly on (low or high speed) they work fine. If I put the wiper in a mist setting the blades often stop at about a 30 degree angle up from the parked position and just stay there until I turn the wipers fully on. I already replaced the wiper motor and tried to use some spray lithium grease on the joints of the array of arms on the wiper system that are hidden in the engine compartment. Did not help. 1.) Is this an issue with the switch or some associated relay.

This is likely a problem with the multi-function switch (wiper switch) The wiper switch supplies the circuit for the ground to park the wipers at the motor. Replace the multi-function switch will likely fix your issue.
