I've never heard of such a thing. How do you know this man is an FDA agent? What kind of "cooperation" does he want? No government agent can just walk into your house without a search warrant. And it's the Department of Agriculture that would monitor farm animals anyway. Something is very wrong here! I would advise your friend to first locate the "FDA" office in your area and ask them if this man really works for them. I would also call the local sheriff or police department and inform them of the situation. This man could be a criminal impersonating a government agent.
