Accepted Answer

Your fuel pump is designed to produce more fuel pressure and volume than the engine needs. The regulator is hooked to engine vacuum and raises pressure in the fuel system as load on the engine increases (vacuum drops as load increases). Whatever fuel is not needed is dumped back to the fuel tank and recirculated. If you go to a high performance regulator you can up fuel pressure to richen the mixture or supply more fuel to bigger injectors. But if the rest of the engine is stock more fuel pressure will not necessarily help you.
